Proposal: Application for Outline Planning Permission (Access to be considered all other matters reserved) - Residential development of up to 519 dwellings; provision of up to 5000sqm of Class E (Commercial, business and service), C2 (Residential Institutions); early learners centre; extension to existing playing field; open space; allotments and associated infrastructure.

A response date for comments has currently been set by Babergh District Council as 11th August 2021, however the Parish Council has requested an extension.
Please submit all comments online direct through the Babergh planning pages where possible.

A Consultation Event was hosted by Scott Properties at which residents and the Parish Council were informed of a housing scheme of 450 dwellings plus employment land (now revised to be 550 new dwellings plus employment land). The architect sketches provided at the event gave a vision of what was expected from the development, although in its early stages and subject to change.
This has since been increased to 521 new dwellings (now increased to 550) plus 5 hectares of light industrial units for employment. No further information has been received.
Highways produced a plan identifying the need for alterations to be made to the A12 should a development of this size be approved which involved the northbound sliproad being closed off by the Bypass Nurseries and a roundabout installed moving all vehicles, existing and new, down London Road to exit the village.
The Capel St Mary Parish Council has not previously been involved with developers taking the decision not to meet outside of public meetings, however due to the creation of a Neighbourhood Plan in which it is encouraged that there be open communication with developers the Parish Council has changed their approach and will now be open to discussions.
These meetings are in no way a pre-determination or approval of any application and we will continue to represent our residents as instructed with support from Planning Consultants where necessary. All views expressed are without prejudice.
We are advised a Planning Application is expected to be submitted to Babergh District Council by the end of the year.
